50-95 Loading issues

Having an issue closing in the bolt on my chap 76
Made a dummy round to check feeding
After I clean up the burrs did not touch the bolt face   
Case are new JBA brass case length is 1.93 COL is 2.25
The case is picked up perfect and feeds into the chamber smooth
But
When I try to close the action the last 1/4 of the stroke I have to force it closed
This is leaving extractor marks on the face of the rim
Is this normal and just need some breaking in
Any ideas

Never mind I think I figured it out
I check the action out on my Uberti 66 and if I work the action slow it was doing the same as the Winchester 76 was doing
If I work the action fast on both rifles like there was a bunch of wild Comanches come in after me the action closed just fine
I was babying my baby 
Hoping to take her out this week end
