Can anyone suggest a source for steel targets for the above handgun ammo? Also, has anybody made their own? What kind of steel? Is mild steel safe? Thanks for any help and info!!

As far as mild steel being safe ... there are a number of variables, distance, load, cast or metal jacket.  Inexpensive steel can work but it will not hold up as long as some of the harder steels.  Read the above site and then look for metal of the same type if you want to make your own and have them reasonably durable.

Sorry, folks. I should have said that we will be shooting anywhere from 7 to 20 yards, and only shooting handguns, including .22.
Thanks for the info so far!
