:-\ forgive me but a search turned up butkus

Is it within the rules in NCOWS and/or W3G..SASS

To use one Remington C&B and change to a charged Cylinder on the clock.
Rather than a second pistol ?

Time not being the issue rather safety...

For SASS you may swap out the old cylinder with a CHARGED BUT NOT CAPPED cylinder and then CAP IT ON THE CLOCK. The reason for requiring an uncapped cylinder to swap into the gun is because of the possibility of either striking the capped nipple on the frame while inserting it or dropping the cylinder in the gravel where the cap could be set off and firing what is essentially a derringer.

But Major 2,
You are missing an important concept: Needing an extra gun for the reloads is one fine excuse for buying another gun! I never take less than 3, usually 4 and sometimes even more for out of town matches. No one wants the shame and embarrassment of having to borrow a gun for a stage (although there are hundreds of folks eager to let you use theirs in this sport so it's not really a problem but the wife doesn't know that unless she shoots cowboy too). Gosh you oughta be jumping at the chance to find another good reason to load up on more iron. I've sorta lost count now.

Same in NCOWS. Charged and then capped on the clock.
