Los Angeles, CA. during the period from 1850-54, leads the FBI homicide list for murders in any time/place in American history. Ranged approximately from 30-60 killings per year out of a fluctuating population of 2500-3500.

The great vigilance committees in San Francisco of the 1850s seemed to work out all right for that particular situation; although vigilante justice has the bad habit of hanging the wrong individuals from time to time. There's that whole due process thing as well...)
If we went back to forming and & training civilian ranger companies to patrol the streets however, I'd sign up in a second.  The formation of the Los Angeles Rangers and subsequent organizations seemed to stem the tide until an established police force was put into place.

Right up until 2000, there was an active posse system in effect out here but they seem to be reigning that in. Too bad, it was a great system that helped get the communities to really back and cooperate with the local law enforcement.
