"Soaking" a felt hat can result is turning the hat back into what is called a body.  The one in the picture was bought as a body and turned into a hat for a friend.  But how many would have any idea what to do with something that looked like that.

Yes I use water sometimes on felt hats but I never soak them, this falls under what I call "If you have to ask, don't do it."  ;)

pick up a new/used or vintage hat stretcher off ebay. if you have more than one lid like i do it will come in very handy. me and the wife use them all the time, 'specially if we find a interesting used hat of some sort at a antique shop or gun show.
best
