HP-38 vs. Win 231

Are load data for one powder good for using the other powder, it seems some folks think these two powders are about identical?

For instance 44 Colt, hodgdon site lists loads with HP-38, but not any loads with their Winchester 231. I have 231 on hand, not HP-38 which is hard to find....

They're nearly identical. Load datas are within .1 of one another.

It IS the same powder.  Made in the same plant, on the same line, the same formula.  The only difference is the bottles its put in.  (And Hodgen owns both labels now, expect the 231 label to fade away) 
Civilize them with a Krag . . .

Wikipedia just told me another wonderful fact, 231 is flake powder labled as military ball powder. :-\
