That should read "Commanded by Lieutenant Colonel G.A. Custer. Executive officer of the 7th Cavalry"
Custer's rank of Major General was a Brevet Rank. And only of Volunteers!

But you address an officer by his brevet rank.

You should read March of the Mounted Riflemen. (1849).  All of the company commanders (captains) are Majors & LtCs by brevets won during the Mexican War.  It is quite confusing.
