So is Zoot Shooting now illegal in Colorado?

I saw how Colorado has passed bans on magazines over 15 rounds.

So does this make our game against the law in that state?   I was very seriously considering coming out to the championship shoot this year, but if I can't bring magazines for my Tommygun, what's the point of it?

Anyone have any insights?

I'm still not sure of the exact wording of the newly passed bill, but if I understand it correctly there will be no new hi-cap magazines sold, but those already in possession are OK so far anyway....

Actually, the bill is so poorly written with phrases like "designed to be readily converted" that it may, in effect, ban ALL magazines with detachable floorplates, regardless of capacity, and things like colt lightnings if you can fit more than 15 .45 cowboy specials or .38 shorts in the mag tube.

Regardless of anyone's position on how bad the policy side of the bill is, the legal, regulatory, and Constitutional problems are just rampant in this thing.

Looks like it may make the ballot in Nov, though, so hopefully it will be short-lived, if Hick signs it.

But what about bringing them in from out of state?  Is it the sale that is prohibited, or possession.

The reason I ask is that, for example, not only are certain guns and hi cap magazines not for sale here in Massachusetts, you can't even get "new used ones" unless they were made, and were already IN THE STATE, prior to the date of the ban.  You can't buy them elsewhere and bring them here.   (But if you bought them legally when you lived in another state, and then move here, it may be legal to bring them with you, but you definately can't sell them to anyone.  Yeah it's very confusing.)  I am wondering if Colorado has gone down that same road.

But its only illegal until u get caught and honestly, whos gonna catch u, unless ur out hunting and happen to stumble on a major asshole of a ranger, dont think ull be hunting with a tommy gun tho. At the range, I doubt other gun enthusiasts would call the cops because of a magazine.

My point being, where I live in california practically everything is illegal, but it hasnt slowed us down one bit. If the bill passes, just be careful and smart where u bring it and u wont have issues. I still see guys with full auto ar's here and thats a felony. They will turn their head to u and say "shhhhhhhh". Then i give them the thumbs up. Thats just my .02

20 round AR-15 style magazines on a featureless AR-15 clone aren't illegal if you've owned them since before the ban, yet.

The law states "possession", so it could easily be interpreted as a felony. Do you still have receipts from when you bought all your mags?

My suggestion would be to call the Colorado State Police before you enter the state. Get some clarification from them and if they claim it is "acceptable", get it in writing and bring such proof with you when you travel to the state. I would recommend this to anyone traveling to any state for a competition where a paranoid state legislature has enacted any such law. Explain on the phone that you are traveling from out of sate to a competition. Tell them it is a "historically based" competition and that you want to make sure you are "respecting their laws". 

It is my suspicion that by doing this, showing respect, asking for clarification and proof of acceptability, you will be both OK and sleep better. Regardless of your feelings on the topic (and I would NOT BE HAPPY ABOUT THEM), respect is always a good first step. If they give you a hard time or tell you NO, at least you will know.

Seems to me to be more trouble than it's worth.   I was really looking forward to going out there for the annual championship, but not now.  Writing to a state to see if its okay to be there because I'm afraid doing so would be a crime just rubs me the wrong way.   

And to be honest, I don't think the state of Colorado will think that losing out my few tourist dollars is that much of a big deal.

I had contacted the Colorado State Attorney General's office and they declined to send me a meaningful reply so I then contacted the Colorado State Patrol and the following is their reply:

Mr. Davenport:

In regards to your inquiry regarding magazines and round limitations: you ARE grandfathered in and therefore not subject to any confiscation or action for possessing a magazine that holds 16 or more rounds.  There is no documentation you need to have with you.  In regards to transporting them into the state of Colorado there is no issue with importing them.  The only issue would be the transferring and/or sale of any "high capacity" magazine.  If you are bringing them into the state and keeping them, there is no issue.
