Forcing cone

I see a lot of gunsmiths listing cutting the forcing cone on the guns they do action jobs on to 11 deg.  Does anyone know if this is necessary with the new Vaquero?  I just ordered two and will have them worked on.  Just wondered if I need to ask for this or not.

What I keep wondering, is if an 11 degree forcing cone is actually better, then why doesn't Ruger cut them that way in the first place? 
What is spec. by Ruger?
