'City Guards' was a term then in use that described small 'city police' groups, 'citizen's militia' and the like.

Your guess is as good as anything - but depending upon the quality of the marking, you 'may' want to seek a Factory Letter, as it may've been a part of a special purchase.

Good Luck!

San Francisco history of Co.B City Guard
http://www.militarymuseum.org/CityGuard.html
There would have had to be a Company A

Then there is
Company A. Fourth Battalion Rifles. Boston City Guard.

Atlanta had a Gate City Guard
Here is a letter of interest

Ride to the sound of the guns, but watch out for bushwhackers! Godspeed to all in harm's way in the defense of Freedom! God Bless America!

Thank's
though re-reading my post and in my excitement, it might be infered the gun is in my Possession.
:'( Sadly it is not mine, perhaps not yet , perhaps never  :-\
It was found by me sorta, as I was helping to go through the estate items.
The American was in Shoe box was in a steamer trunk, wrapped in an old undershirt.
Also In the trunk, were some ladies clothing and a few clipping about a ladies club tea (Ladies Afternoon Tea Club)
