Ninth plate of young man in civilian dress, but wearing a Union officers belt plate with one 44 caliber revolver in belt and the other on pedestal with cartridge box strap over shoulder.

Great picture Shotgun.
He does look like a regular Federal Cavalryman to me though. The 1851 pattern Eagle belt plate was issue to all mounted troops. The coat appears to be a federal sack and the trousers look like reinforced cavalry issue. The shoulder strap looks like the one for the sabre belt and it's going the right way bearing in mind that the image is reversed.
