Bus line to Colorado will soon roll out

"The state will use federal stimulus dollars from the American Recovery and Reinvestment Act of 2009 to purchase two new buses for each route and to assist with operating expenses such as fuel, personnel and maintenance."
"Under the contract, the state will provide up to $200,000 per year as an operating subsidy, to cover any deficit the company experiences in running the route in Kansas, Koch said. Colorado is also providing a subsidy for service in that state. A separate subsidy will cover the route to Salina."

Because yet once again the gov't is subsidising a private company. Thats theft.
So how would you do it?
I wouldn't. I'd let the company pay its own expenses.
