These are the issues that are not usually discussed or connected to Agenda 21. Yet they are being implemented, step by step, by local planners in policies that are approved by befuddled elected representatives. It's all driven through pressure from private NGO groups and funded by federal grants. That's how it's done, constantly driven a little bit with each innocent sounding idea.
