If there's no pothole in front of my homestead and the roads are solid during dry weather, then the Elk County road department must be well managed by the best professionals money can buy.
or
If there is a pothole in front of my homestead or the roads turn to pudding after only an inch of rain, then the Elk County road department workers are incompetent, it surely couldn't be piss poor management or a lack of professional leadership at the top.
Is it just rumor, or has our road department already blown through their entire rock budget for 2013? ;)
