With all the problems our country is facing, this is the type of law that gets passed. True, its only for that area but...how much longer until this type of insanity infects the rest of the republic?
High-tech carts will tell on Cleveland residents who don't recycle ... and they face $100 fine

Mark Gillispie, The Plain Dealer
Plain Dealer file CLEVELAND, Ohio -- It would be a stretch to say that Big Brother will hang out in Clevelanders' trash cans, but the city plans to sort through curbside trash to make sure residents are recycling -- and fine them $100 if they don't.
The move is part of a high-tech collection system the city will roll out next year with new trash and recycling carts embedded with radio frequency identification chips and bar codes.
The chips will allow city workers to monitor how often residents roll carts to the curb for collection. If a chip show a recyclable cart hasn't been brought to the curb in weeks, a trash supervisor will sort through the trash for recyclables.
Trash carts containing more than 10 percent recyclable material could lead to a $100 fine, according to Waste Collection Commissioner Ronnie Owens. Recyclables include glass, metal cans, plastic bottles, paper and cardboard.
City Council on Wednesday approved spending $2.5 million on high-tech carts for 25,000 households across the city, expanding a pilot program that began in 2007 with 15,000 households.
The expansion will continue at 25,000 households a year until nearly all of the city's 150,000 residences are included. Existing carts might be retrofitted with the microchips.
"We're trying to automate our system to be a more efficient operation," Owens said. "This chip will assist us in doing our job better."
The chip-embedded carts are just starting to catch on elsewhere. The Washington, D.C. suburb of Alexandria, Va., earlier this year announced it would issue carts to check whether people are recycling.
Some cities in England have used the high-tech trash carts for several years to weigh how much garbage people throw out. People are charged extra for exceeding allotted limits.
Cleveland officials want to automate nearly all residential waste collection under a program being financed in part by a new fee that went into effect earlier this year.
The automated trucks allow drivers to remain in the cab and empty carts using a remote-control arm. Cleveland owns three of these trucks and plans to buy nine more.
Recycling is good for the environment and the city's bottom line, officials said. Cleveland pays $30 a ton to dump garbage in landfills, but earns $26 a ton for recyclables.
The city last year sent 220,000 tons of garbage to landfills and collected 5,800 tons of recyclables.
City Council approved updated trash collection ordinances last month to include a section on automated waste collection and curbside recycling. The new law changes infractions of the law from a minor misdemeanor to a civil penalty. The recycling law only applies to residents who have been issued the carts.
The new law also prohibits people from setting out excessive amounts of trash on tree lawns, which officials say has been an ongoing problem. Fines for excessive trash will range from $250 to $500 depending on the amount.
In either case, the property owner receives the citation. Landlords are responsible for making sure their tenants follow the law.
Owens said Cleveland will conduct a public-service campaign to educate residents about the new collection system and recycling program.
The city stepped up enforcement of ordinances governing trash collection last year by issuing 2,900 tickets, nearly five times more tickets than in 2008. Those infractions include citations for people who put out their trash too early or fail to bring in their garbage cans from the curb in a timely manner.
The Division of Waste Collection is on track to meet its goal of issuing 4,000 citations this year, Owens said.
"We're trying to make sure Cleveland stays clean and residents are properly informed on how these things should be set out," he said. "By issuing these tickets, it's helping us change the attitude or perception on how things should be set out."
Councilman Martin Keane, who represents the West Park neighborhood, said he would prefer that the Division of Waste Collection use more discretion when deciding whether to issue a ticket. A warning in many instances would suffice, he said.
"Everybody knows the ones who blatantly disregards the law," Keane said. "Those are the people we should hit with a $100 ticket."
absurd
Yes it is. But which is worse, the law itself or the fact that there are people in office that actually thought it was a good idea? The truly sad thing is that there are those in the general public that support this lunacy.
Which is worse, a law mandating recycling or people who refuse to do what is best for the environment, making laws like that one look good? If everybody would do what is best and respect the environment and each other, there wouldn't be a need for most of the laws we have. What else can be done to get people to realize that they have to take care this problem? Whatever happened to Lady Bird Johnson's clean up the country campaign?
time for residents to break out the burn barrels....

It is a problem. Serious problem when Govt starts searching your trash....
I don't know about you but i have seen where these recycle bins go. They go right into the general trash dump. I've been to several dumps and watched as they dump it all into the pit. Secondly, i have watched as they dump the recylables into the truck pit and push back, the same place they dump garbage.
What best for the enviroment?? Do you have any idea how much enegry it takes to recycle those products? You want laws that work for the "greater good"? Heres one for you, Mandatory End of Life. Lets say that in order to decreas the burden and stress placed on the planet we hereby implement a Mandatory End of Life on persons who met or exceeded the age of 60 years old. Just think of the cost saving benefits. How much less we would spend on Medicare/Medicaid, Social Security. No more would we need nursing homes, reducing the need to build on that property? Families could reduce the size of their homes and the amount of enegry they consume because they wouldn't need to care for their eldery. Of course, included in this would be a mandatory cremation clause, afterall we wouldnt' want to take up or polute the ground with human remains.
Ridiclous? Yes it is. But people fail to see that it is small steps that lead us to that type of legislation. How far are we willing to go in the name of the enviroment? Why not shut down all means of production and industry afterall they are one of the biggest polluters right? Why stop there? Why not force everyone to give up their cars and start riding bicycles? Ambulances with their diesel engines...gone. Old people that do nothing but take up space and consume enegry...gone. Abandoning common sense and placing the enviroment in a position of worship...alive and well.
Srkruzich, well said. "Recycling" is nothing more than a scam.
Unfortunately everyone is being held hostage to the religion of environmentalism.
So stop with the over packaging too. All that has to go some where. Look at the size and amount of plastic packaging that surrounds some of the things we buy. Not that we can get it open! I've started buying some of my basic cereals for 1.49 a pound in a plain plastic bag at the Amish market rather than $3.79 for 14 oz. in a fancy box. Last time I was there I bought Spicy Granola cereal 3.14 pounds for $4.68. Throw some raisins or cranberries in if you want and you're in business. I can make my own baking powder too. No can to toss out. Newark went on a very realistic recycle plan awhile back and I've got to admit, now that I've gotten used to it I really like it.
Varmit, there is no comparison whatever between "end of life" and recycling card board. How about we go the other way? You can only have one child, so now you have to kill the other one. Save all the hassle. Cheaper too. Or keep sending trash to China. They buy most of your trash as it is. Then we just stop buying it back after it's made into new goods. Problem solved.
The end of life concept is nothing new. I remember back in the 70s, a show that was on for awhile called Logans Run and I believe that anyone over the age of 30 was to be euthanized and turned into food for the rest of the population. Recycling is nothing but a scam, like carbon credits, some places pay you to recycle others charge you. China has a one child law, i had heard of, but they're communist pieces of trash. And leave it to a democratic, liberal, for abortion with no kids of their own to tell us how many damn kids we should have or kill off.
MR. Hillbilly
First of all Logan's run was fiction. I remember it well. Secondly, why do you make everything personal? I don't go around telling lies about you. Are you an ultra conservative neo Nazi, bigoted father of little kids all over the county, who hides from the bill collector and bullies the neighbors and neglects his poor wife in her time of pain? Now go jump on Varmit for suggesting you kill off your older relatives. Why are you so angry all the time? Perhaps you're a poor reader and you don't understand what people write? Sheesh! You are wasting your time trying to insult me.

It's nice to know that you comment and ridicule anything and everything that anyone else who is Republican or a RINO says and never start your own posts. But when it comes time for you to stick your two cents in it's wrote up being a buck fifty on confederate money. As far as for paying child support, I did pay my child support. Me and my wife have two kids that live at home now. The other two are grown up and on their own. Not that it's any of your business. I could give you some parenting advice but let's just say i'm glad you're not raising any kids. God help the ones that you taught. MR. KSH
And I have NO clue as to what the hell you're talking about about "neglecting his poor wife in her time of pain"...I'm in no pain. We don't hide from any bill collectors. We don't hide from our neighbors. We're not "ultra" conservatives we just believe in what's right. We believe in right and wrong and raise our children as such. And by the way, I'd rather YOU leave me out of your little rants on the forum. Your little private message to me on my birthday may have been the "nice" thing to do but there was a nice little happy birthday to me thread up and you don't have to sneak around to tell me happy birthday. Get your panties out of a wad and say it in the GENERAL forum... MRS. KSH
P.S. Varmit was giving a fictional idea that is ridiculous as he stated. Yes I know Logan's Run was fictional. I'm not a 3rd grade moron. I know that the guy that played on Logan's Run also played on Austin Powers. OMG that wasn't real either? MR. KSH
How about the recycling program in Elk county? Does someone on the forum know what happens to the recycled goods ? I seem to remember that the Lions sorted through it but don't know what happened to it in the long run.
I know parts of the answer.
The Howard Area Lions club and other volunteers from the surrounding towns pick up the cardboard and take it to the recycling shed in Howard. There it is crushed, baled and eventually sold, with the money returning to the county. Within the last couple of weeks, they had a company from Wichita come down and pick up 30 bales, each weighing a little over 1100 pounds. I'm not sure how many days it takes to make a bale, it depends upon the cardboard picked up. It's been a busy week, with school starting and the teachers unpacking the boxes from last spring.
Some packing boxes are also saved and available for people who need to move. That's where the teachers got a lot of their boxes last spring - from the recycling shed.
The aluminum cans are crushed and taken to Independence and sold, with the money returning to the county.
I'll ask Jim sometime about the plastics. I know they are taken to El Dorado most of the time, sometimes Wichita.
KS, I wasn't going to dignify your spew with a comment but I changed my mind. You need to get it back on occasion. Don't make me your personal hate project. It doesn't help your born again Christian reputation a bit. I said "Are you....?" It was totally made up of nothing and all you had to say was "No." I have no idea about your family situation just as you know nothing about mine. You hang all kinds of untrue hurtful labels on me and I just wondered how you would feel if it were done to you. I guess I touched a nerve. Tsk.Tsk. I'm brave enough to fight back when you are being unfair to writers. If all you ever want to hear is from people who are clones of yourself, then go start your own forum and limit it to just you six or seven. You can peek out from behind the curtains and watch 'them," so they won't getcha. Goofy politics has been going on in this country from the beginning and in spite of what those fear mongers on TV say, it will still be going on 50 years from now.
Usually I comment about issues; the person's own party affiliation means nothing to me.General fairness does. I will make an exception in your case. You make no effort to be polite so I won't either. Yes, I will comment when the "misinformation train" pulls into the station. If you don't like it, don't read it. By the way, that birthday thread wasn't up yet when I wished your wife a happy birthday. (I notice YOU are the one who started it.) It was sincere and I meant what I said. If it isn't accepted you know where you can stick it. My statement about avoiding having kids and saving all the money was an idea like Varmits, had nothing to do with you, and was meant to be taken the same way as his...a fictional suggestion. If you can't see that, well that's too bad. I shouldn't have to explain it to you. Or can't you read? Mrs. KS, go take your own advice. This started out as comments on recycling and you turned it into a personal attack on me. The sad thing is, I agreed with a lot of what Varmit said about the care for the environment going overboard sometimes. There has to be a balance between that and depriving people of what they need. I doubt recycling is as expensive as starting out with raw materials, but it does have it's own cost. Those plastic water bottles are a good example. Using a reusable container is much better all the way around. We do need to care for our drinking water and the oceans and the air but we need to take care of people too. Hopefully not by turning cardboard and plastic into "food" like they do in China. Now go pick on someone else for awhile. Your personal insecurities are not my problem.
What I meant by not including me in your little rants had nothing to do with this topic. Ever since the big blow up YOU caused on the Black Panther thread, you have attacked me, although not by name, in most of your little posts on this entire forum. So therefore, leave ME AND MY FAMILY out of your little rants. Until then, I will pick apart every damn thing you say anytime I don't agree with it, which is pretty much all the time. And that's pretty much what you do to EVERY one on here, except your so-called friends. You told me you aren't even remotely my enemy in that email. Well I disagree.
Darn the luck that my husband had to start that thread too...At least he did. It was nice too. If you were really sincere about your message to me, then you wouldn't have just told me that if I don't accept it, then I know where I can stick it. And by the way, he reads just fine. Brought up by good parents in a good school system. Not all of us on here are as stupid as you would really like to believe. Who left you boss over this forum to tell me to go away and start my own? I live in this county. I was born and raised right here in this area, as was ALL of my family. I have the same beliefs as most of the people in this area and I am NO outsider. Trust me, I can take all you have to dish and then some honey!

Diane, you totally missed my point. In the article I posted people are not only being forced to recycle under threats of fines, but also are being fined for setting their trash out too early or late. Trash cans embedded with RFID chips to monitor the amount and type of trash a person throws out?? How much more Big Brother do we need in our lives? Again it is about small steps that progress towards total control and away from liberty and individuality. You mentioned the One Child only policy...that exists in China. Can't happen here you say, really? Bear in mind that some of obamas closest advisors follow the teachings of Mao...What country is he popular in?...oohh yeaah....CHINA. Goffy politics 50 years from now...not if we continue down the road we're on. Do a little research and take a good hard look at the folks in office and what they want to establish. You think that Mandatory End of Life is really that far from what obama thinks? What do you think obamacare is all about? Its regulating who gets the healthcare. Open your eyes and take a look at whats going on...its not a conspiracy if its true.

Got a letter from the Guberment and they decided to put me with healthspring for my prescription coverage. ONly problem is they don't cover my prescriptions. Think that is a coincidence?? NOT A CHANCE!
Now i hope i can get my coverage changed to one that does...
Varmit and Steve. We too have regulations on how soon our trash goes out and when the cans come back in. It isn't enforced It just isn't a big deal. As far as the can chips, I don't get it either but I suspect it has more to do with letting contracts for salvage and predicting how much there might be rather than having our individuality taken away. We're talking trash here, not making everyone wear red shirts. I know that here we are on the edge of having to look for a new land fill site and everyone is trying hard to make Cherry Island last as long as possible. Out there you don't have that problem. There is just more land. As far as the China baby rule, of course I knew about that long ago. They have a huge population that they almost can't feed. That's why they eat ANYTHING that isn't poisonous. In this country we have the opposite problem. We should be having larger families.
Steve, I am truly sorry about your prescription problems. Does your doctor have a connection that can help you? Social Services? Medicaid? Get hold of the formulary and see what equivalents there are, if any, for what you take. I looked up your plan and I think most all plans are going to also go with a % of the cost rather than a copay. The drug companies are going to hurry up and make their profits now before the new programs kick in.
Same thing happened to me on the meds. I am paying cash for all of it . Insulin is very expensive. They know exactly what they are doing.
Well so much for the lies congress and obama told us.
Got off with medicare, my costs have skyrocketed. 176 deductible, plus 66.00 per month premium, plus 70.00 per month cost of drugs. lying sacks of *. We knew we were screwed when they start talking about cutting half a trillion out of medicare. DAmn that pisses me off too, why the hell do i have to give up my healthcare for some freaking illegal. This is all on top of my premiums for healthcare and its going up. 118.00 a month. higher deductible too.
What do we have to do, do the governments job and remove the illegals?
You might end up responding to a host of elderly going postal on everyone at SS office in the next year.

Yeah they do. They are euthanizing the sick. I am sooo dang blessed that i can control my diabetes with diet. they tried to put me on insulin and i balked. Told them i would get it down myself without meds. Went from 356 down to 100
I sometimes spike up to 200 but not often.
i just did my a1c and it came back 6.5 but the doc is saying its that high because of triglycerides. I don't eat red meat hardly so its tough to get it down. I am HOPING that they have some good fish on sale at dillons this next month so i can add some variety to my chicken and tuna.
Might have to buy me a goat to eat. :D hey patriot how much for a wether ready to butcher?
Steve,
I brought a large ice chest full of red fish and speckled sea trout, home from my bro-in-law in Houston a week or so back so I should offer you a mess of fish-------BUT-----the specs taste a lot like walleye (which I would kill for ) and I haven't tried the red fish yet---------SO---maybe you better go ahead and butcher a goat.:)
If I could have kept ol Sarge out of my freezer I "might" of had some to give away.

My deduct is only $2000. Twenty or so will buy you a fishing llicense and it doesn't take a lot of effort to dig a worm. Life isn't to bad.
People who are vegetarians do well with cheap veggies and no meat, fish or dairy at all. Maybe a good vegetarian cook book would help?
Vegetarian ???? Those East /West coast people are out of touch with us mid westerners. This is cattle country and the beef producers hang anyone they suspect might be a vegetarian so I'd advice you to stay in Delaware Diane !!!
Well, I tried to find out what is really going on with Cleveland without some political spin to it and apparently they are trying to make sure that trash and recycle stuff isn't mixed together, because of fines the city will get if the people at the "dump" have to take the time to sort it out. I think it's going to fail because of how they went about it. We didn't have recycling at curbside here either .We had the recycle igloos here and there that we took our stuff to and I was fine with that. But not enough people were using them, so the city decided to start a curb side program. They had public hearings for more than a year making suggestions on various forms to see what the residents would be willing to do. They started with suggesting several containers, so we could break out the cardboard, paper, plastic, glass, ,newspapers, magazines and aluminum at home. That didn't go over well because we have a lot of apts, town houses and small houses that have no place to store all those containers. Eventually they came up with "single stream." All the recyclables go in one can and are picked up on Tues. and real trash and garbage goes in a trash can that is picked up on Friday. We have those one-man- long- arm- grabber trucks too. (I wasn't sure I'd like the big cans, but I can roll them all around when I want to do yard pick up of junk and bits and pieces.) I could find room for two cans easily and it's amazing, now that I'm used to it, how little goes in the trash can. It's still a voluntary program, but people who won't join in only get pick up once a week instead of twice. There is a sort and transfer point down near the city garage where the stuff is sorted into the various glass, aluminum and so on. If there is no market for a time they just store it there. Buyers go there to pick up the things they are interested in. Where it goes after that?? I know it doesn't go to the dump because our tipping fees are way down, mostly because of the money the city makes selling what can be resold. Perhaps the port of Wilmington ships it to China. I've never thought to ask. No, the city doesn't "own the cans." ;) We can still sell them ourselves if we want to. The amount of real trash that goes to the land fill is down by at least 40% so it's working. With the economy so bad anything to keep our taxes from going up again helps. I have no idea what you pay in Howard city taxes and what services you get, an but I'm just about to pay mine, it's $465.62
Hey Jar, I didn't say I was a vegetarian! My family raised beef. Don't ever get between me and a good steak. I just can't eat as much or as often as I used to! I have enough weight problems as it is... ;D

A Redfish is a member of the drum family. Red Snapper is a totally different fish, caught with different methods. Snapper is better tasting than the Redfish but doesn't fight as well on the end of the line. ;D

You know what veggies are getting more expensive than meat. I think i saw tomatos for 2.80 a pound, i am guessing a head of lettuce is a pound and they sell for 1.40 or so. And fruit is like out of sight. I love fruit but most of it sends my sugar out of sight. ;(
But a vegitarian is not all that healthy. YOu don't get many of the necessary aminos and such that are only found in meats.
right now i am just burning mine and digging a hole and dumping the leftover in the hole.
Diane, your taxes are only 465.62? Really? I am amazed as mine are much higher here. :P :P
Yes, that is my City of Newark tax bill. For that we get streetlights, police, the twice a week trash and recycling pick up, street cleaning, leaf pick up in the fall and spring, salt trucks for ice, snow removal, hydrant testing, many free parks, picnic benches, tennis courts, some lighted, basketball courts, baseball diamonds etc., kids playground equipment, Memorial Day Parade, Newark night, Liberty day with games and fun and fire works. Community Day, Halloween Parade, the Turkey Trot Run. Winter Fest and the lighting of the town Christmas tree with carols, hot chocolate and roasted chestnuts and Santa on our 1926 Seagrave engine and the reindeer run around town. We think it's a bargain!
I would say it is indeed a bargain! However how far do you have to go to watch a prarie sunset, how many folks do you know when you go 'uptown'? How many people pass you on the road when you are having trouble? Can you go to the lake in the middle of the night and have somebody holler "Is that you Edie?". I travel a good distance to buy groceries, and almost always see someone I know while there, 20, 40, or 60 miles from home. Naw, I'll gripe and bitch and grouse, but I will take what I got. However if there were just a few blue crabs, I would like it better! ;)

Hey Six! We don't get the best sunsets but I'm always amazed at the hundreds of people I know here in town, at least as many as in all of Howard. Being in the fire company and doing all the things I've been involved in has given me a lot of friendships for sure. The lake at night? too many bugs! ;D Broken down on the road...people here will definitely stop to help or ask if you need to borrow a cell phone. Just put the hood up or hang a white rag out the window. And Al and I are some who will stop too, especially if its a woman with kids in the car. I'd love to share some crabs with you, thanks to my boat neighbor, or maybe some of my peach cobbler.
Well Jarhead, I guess I still know a little bit about you. ;)
