Hypothetical: What'd be the ultimate clean-sheet design shotgun for CAS?

Hypothetical here:

Let's say SASS dropped the pre-1900 design requirement for shotguns. Clean sheet designs are allowed. We only have ammo rules, the guns must be loaded on the clock, and there can't be more than two shells in the gun at once.

I'm unsure whether "semiauto" guns would be allowed. I'm not sure how that could be worded or if it'd really even make a difference.

What would the ultimate grounds-up-designed gamer shotgun look like for CAS?

As I see it the design goal would be a gun that can have two shells fed into it as fast as possible.

My first thought is a shotgun built like an M1 Garand, which you could load from the top with two-round en bloc magazines. Bang bang, it ejects the magazine, drop another mag into it, bang bang, repeat.

If we can't do semiauto designs, then let's imagine that Garand-inspired gun is now an over-under that takes the same en bloc magazine. When you drop in the magazine, that causes the action to close itself and the rounds are chambered. When the second round is fired, the action pops itself open and ejects the magazine. Seems like such a design would be feasible...

What would be faster? The ideal design wouldn't be just a 20 gauge AR15, would it?
