open top tuning

Help wanted
I found the articles in the Chronicle archives for the Pettifogger instructions on the cap gun modifications.
Does any one know the year and month that starts the open top modifications.
All I need is the first one and I will take it from there.
This was also posted in "gun smithing" just to cover all bases
