it means  " No tramp stamp "....  or very close to that.

or "No slut stamp" ... may be closer

Is that like a "stamp of approval"? type stamp?  A friend sent me an email saying his new German girlfriend had Kein Schlampe Stampe.  So I guess she is not a trollop.  Too bad!  ::)

Most commonly used for a tattoo that runs across the lower back at waist level, I'm guessing that they have no idea what it will look like after a couple of kids and gravity takes over... ;D

Dusty: "Kein Schlampe Stampe" does not make any sense to me. Except that "Schlampe" and Stampe" rimes.

It is another bastardized German/English mix.  Knew some Germans when I was in college in late 70s who took the English "I'm flipping out" and said "Ich bin ousageflippin" (I may have butchered the spelling on that last one, but you get the idea.)  So what the new mix slang is says "Keine Schlampe Stampe" to refer to no big tacky tatoos.
