Can anyone tell me who made this Brass Framed .44

Howdy

I'm pretty sure those are proof marks, not the marks of the maker. All firearms manufactured in Italy are proofed in government run proof houses. The AE is the date code meaning the gun was manufactured in 1979. The two markings with the stars are the markings from the Gardone proof house.

Look elsewhere for the manufacturer. Uberti uses a U inside an octogon. Pietta uses the initials FAP inside a diamond. Armi San Paolo used the letters DGG, sometimes inside a circle. Sometimes the maker's mark is hidden on the underside of the barrel, under the loading lever.
