As someone who has worked in several industries I have seen some silly and heavy handed BS from the OSHA folks, but I have also seen things I applaude.
Such as when I worked in a steel fab shop and an Idependant tester would come out and measure our alloy chains for stretch. Every time one was painted red and tossed out to the truck drivers as boomer chains it lessened the chance that a up to 20+ ton piece of an Erector Set would fall on me while we were liftin' it. Contrary to popular belief, the common hard hat does little good in such a situation.
