A few other oddities that I noticed in the picture are that TR seems to be wearing a pullover sweater type shirt. The same gent that has the unknown handgun does not have a regulation shirt or hat and the guy sitting below TR has leather leggings on.

His shirt does look knit. 

Guy with the leather leggings has go a fairly pointed boot, about what I've come to know as the latest style in the 1890's but some say they were later period.

Also I like the guy who said the heck with it and wore a wool cap.

Good eye Del. I can't believe I missed the cap. I did see the boots when I first saw the picture but the holster and gun on the standing guy made me forget about them. There also seems to be quite a few hats that weren't the prescribed color, but maybe they changed color due to getting wet or something.

Well...
It looks like he has shoulder boards on his shirt and for officers the hat regs. say, "Of black or drab felt, according to pattern, to be worn in the field, and in garrison only on fatigue duty and at target practice."
