As my breveted rank of Acting Ensign never received official confirmation after the end of the late War of Rebellion, I have notified the Department through channels therefore I resign said commission.
Having, during the course of my duties, traveled west and visited several contract Road Ranches and the post at Fort Kearney, I have become satisfied there are suitable opportunities presented by the offices of Sutler. I have decided to set up shop as a civilian employee to the Army and furthermore, recognizing a specific need, my intent is to accompany the armies in the field at my own risk.
I do appreciate all courtesies extended to me through past Military friendships, and wish for continued success in our association. I will continue to be not only your comrade on the march but comrade in arms should the dangers of campaign warrant it.
I respectfully request Col. Pitspitter to reassign whatever occupational rank he deems fitting.

I would concur with this request, provided RCJ agrees to sell only quality spirits, i.e., no snake heads, no strycnine, no soap suds, etc. ;) Said goods being detrimental to good order and discipline, especially after paydays at adjacent posts.

I was going to non-concur with this request as I was concerned as to who will guard our nation's inland waterways.
However, it occured to me to that I can always recall RCJ to active service should the need arise.

This was my initial responce as well since I had not thought of the possiblity of recall. However; after ascertaining that Captian RCJ was not requesting relief from his duties as my Adjutant, I am granting his resignation from the navy

All kidding aside you have to go back to the founding of the Navy to see any concern about guarding our own shores. Once the great white fleet was in existence and projecting power - the Navy was more concerned about projecting power and the winning of wars (as they continue to be today).
Not trying to be arguementative by the way...just stating reality and modern doctrine/policy.
During WWI and WWII the USCG got huge with beach patrols and taking over sometimes less than modern Navy ships and patrolling the shores and waterways with some US Navy assistance. There was another entity stood up by the Navy during WWII called the "Escort Service" - many of those news reels of merchant mariners doing their own gunnery are a bit incorrect - while some civilians did man guns - many of them were well trained crews of the "Escort Service". According to some records this group by end of WWII was between 30-40k strong.
I love watching the news reels where we did Beach Patrol on horseback. I would much prefer doing that from time to time then coordinating on phone and typing on the computer.
