Perhaps something like this ?  1st. photo
that would solve the loop diameter difference.

I made this one for my Krag and 1895 , I'd solve the 45 Colt diameter difference with this G. Gaylord cartridge box.
I also use the box for my C96 stripper clipped rounds.

Flinch Morningwood  just completed a canvas loop belt with both size loops.

Interesting that both rounds will have very similar body diameters. You could use a bandolier with tight loops for both rounds?

I don't have any 7mm rounds to try it on, but I would think anything made for the .303, etc. would work.  If the loops are too tight the rounds are a real bear to get out.

For what it may add to the discussion, U.S.-made Mills bandoliers for .30-40 Krag cartidges worked very nicely for .303 cartridges during the Boer War, without modification, since the cartridge dimensions were so similar ...

I have one of the WPG web bandoleers and it fits .303 great.

If I were handy I would buy one of the WPG and use it as a basis for a custom set up.

I bought one of the 100-round "double tube" bandoliers ... but of course who wants to carry that much weight while just playing a game?  I've also got one of the more recent woven loop bandoliers, which is really nice.

All above are very good options...
I would also add checking David Carrico's belts  http://carricoleather.com/militarybeltsholsters.html

or Buffalo Arms

I would also toss out Wolf Ears Equipment.

https://www.wolfearsequipment.com/

He can do some mild customizing for the list price.  He will be making me a "explorer" belt.  Basically a  revolver/rifle belt for .45 pistol and .30 rifle ammo.  You might want to shoot him an email.

The 7mm x57 has the same basic body dimension as the .30-06. HST I figure any .30-40/.303 cartridge loops will do.

I'm still planning on making one of these:

To use with 6.5X55 for a Boer War outfit. Project got put on the back burner when it turned out I couldn't get away to go to the match I planned it for. Lots of images out there of these being used with early Mausers with stripper clips. Also lots of pictures from the Mexican Revolution showing them. I don't know of anyone making them outside of South Africa, and with the current situation there, probably none available.

Got all the stuff, just no time yet.

.303, 30-40 are a bit slimmer than 30-06, but that's a good thing, since there's no rim on your 7mm to keep them from going too deep.

I will second the nomination of Wolf Ears Equipmen, particularly for a "one off" item ...

In the course of developing my NWMP impression kit, I decided I wanted a Mills-type cartridge belt like the 200 "olive drab" cartridge belts acquired by the Force from Orndorff in 1885, which were the same pattern as a belt then being tried by the US Navy.  (Apparently this Navy pattern was suitable  for the NWMP because it was made for .50-70 rifle cartridges, so the loops were just right for the NWMP's .45-75 rifle cartridge ... which is effectively a necked-down .50 cal. case.)  These belts had loops for .45 calibre revolver cartridges also ... again a good fit for the .450 Adams, .455 Enfield and even .44 Russian cartridges chambered in the various NWMP sidearms.

I got in touch with Stan at Wolf Ears, and he produced the lovely item seen at the bottom of this composite image -

I am nowhere near as slim as the dapper Constable... thus the greater expanse between the buckle and the cartridge loops ...  ::)
