They even use our rule!  (move action closed on a fired case.)  I REALLY want to show Karl how well a Krag reloads on the move!

Not really impressed.  Broke several rules of survival several times.  Perhaps there are/were specific range rules in play, butt .....  Never, Ever, break cover and move with an empty or even nearly empty long gun.  Reload first.  Reloading from a cartridge belt is slow and cumbersome.  While you're pulling cartridges, pull several at the same time.  Then run.  Never, Ever, holster an empty handgun.

I'll grant, there are Phules whom see the 1911 cocked and locked as a hazard, but it was in fact designed to be that way.  Always READY.  In a fight, if you need your handgun, you need it really really bad and right freeking NOW.

It's a competition, not a gunfight.  He says himself several times in combat you move cover to cover and load there, but this is a timed match.  You would not carry a rifle backward in a gunfight either, but you have to maintain a muzzle down range in a compitition enviorment. 
Civilize them with a Krag . . .
