Hi,
My best guess is that your Gallager started out as a rifled, military carbine.  Along the way someone decided they had more use for it as a shotgun and drilled out the rifling and made it what it is today.

I have seen a couple of similar shotgun-Gallagers here in Norway.  One was converted with a firingpin instead of the nipple, and it even had an extra long shotgun barrel fitted.
