In scheutzen shooting, it is fairly common practice to breech seat the bullet into the rifling in the throat of the chamber a fraction of an inch ahead of the case.  The case is charged, and a wad, usually floral foam is placed over the charge.  The charged case is inserted into the chamber and fired.  Pressure is Not the problem here, as charges are not excessive to begin with.  The wad is not seated to the depth of the poweder charge, it is placed in the mouth of the case and serves to hold the powder in and prevent it spilling into the action.  The majority of shooters use smokeless powders, which do not require a case capacity charge, and do not react to a 'air space' in the case.   Black powder if used, is case capacity.  The worst thing that can happen with this practice is to cause a ring in the chamber either at the base of the bullet, or at the mouth of the case if too much space is allowed between the bullet base and the wad.  The ringing is caused by the wad accelerating and then having to stop momentarily at the base of the bullet.
