Title: Formatting special characters.

Any headway being made on the translation of certain special characters from sources other that the 'Reply' option on the forum.

I'm seeing more incidents of at single quote ' turned into a question mark ?.  This has been occurring since the rebuild of the server system.  I haven't heard of any progress.  Or should I say Have?nt heard.
