Two questions

Is the 2019 edition of the Tally Book the most current edition?
Is a Winchester 1892 by Miroku allowed?

Howdy HPlummer,
I will take a shot at this and someone will correct me if wrong.  The Tally Book at NCOWS.Org says 2021 Edition, so you can download or print that.  And under the "Not Allowed" section, Miroku '66 and '73 rifles are specifically mentioned, but the Miroku '92 is not, so I'm guessing it is okay.

Yes, the Miroku 1892 Winchester is allowed in NCOWS. The 1873 and 1866 were the only ones not allowed. The toggle link actions had been modified in the design  process in order to give them a shorter stroke (which we in NCOWS do not allow). The 1892, well, not really able to short stroke that, so it is as the others (originals and other replicas). Use it in good help. I wish I had never sold my Miroku take down 1892 in 38 WCF.

Thank you Abilene & Okla Tom! That cleared up my confusion. I was figgerin that maybe the tang safety was the disqualifier with Mirokus. Glad I was wrong!
