Quotation mark problem

I spent quite a bit of time in ?pergutory? after my move and the loss of my old email address. Reached out numerous times and even asked another mod to contact you for me........
Finally, after literally hundreds of attempts I figured out my old password.
Anonymity breeds bravado.......especially over the internet!

I did a database repair and it looks "quotation marks" are working again.

Nope.  And, as of today, most punctuation other than a period is coming across as a Question Mark.  Been doing this little trix for a while now.  Distracting.

Update: It looks like this happens randomly. On some boards it doesn't happen at all. It also depends on the device you're using. I have sent a support ticket on this since this is apparently something that is outside my area of expertise.

Also a whole bunch of Ampersanding going on.  Lead Page to CAS city looks really weird.  Ampersanded like crazy.  Wheeeeeeeeeeeeeeeeee

I also have "questionmarkapostrophyitus" with my posts. When I type they are correct but then they "change". Russian hackers are at it again but they could be Chinese. But then why don't the???marks change into apostrophes, why?

This morning, we converted the forum database to what is called UTF-8 which they claim should take care of the quotation and weird character problem.
