Prototype Spencer reproduction

I have one of the prototype reproduction Spencer carbine, caliber 44 Russian, with Stabler cutoff. Actions is stiff, opens OK, closes hard, have to take hand off lever & hit to close. Any one have recommendations what to work on, or a gunsmith that knows Spencer's?

Hello:

Curious who made it, please?  What is it that indicates it is a prototype?
Larry Romano of the Romano Rifle Company in Pennellville, NY has worked on many Armisport repro and original Spencers.  He is especially capable.
