It's a Buffalo Scale.  They were pretty ingenious back in the day.  Each brass side has different measurements.  Depending on which ring/hook combination used determined the brass side.  When using the large ring with the large hook it measures the weight from 10 kg (22.5 lbs) to 150 kg (330.5 lbs).  The small ring with the small hook measures the weight from 0 kg to 18 kg (39.5 lbs).   Buffalo scales were measured in kilograms or pounds.   Buffalo Hunters sold their meat and hides by weight.
