This is a somewhat convoluted answer.  The first part of the answer is ..... Don't have a clue.  The only smokeless powder I have ever used for CAS in 38 Spl has been Tightgroup.  Never used VV N32C Tinstar.  Additionally, there is NO powder your going to use in .38 Spl that is
going to affect your Overall Length.  Crimp to the Crimp groove and your good (for the most part).  Some very light/short bullets will
load too short to function in lever rifles.  Simple.  Don't use those bullets.

The Lee bullet you ask about is a superb bullet for lever rifles.  The nice gentile curve of the ogive give very smooth feeding.  Crimp it in
the crimp groove and it will feed in any Toggle Link gun.  Many '92s seem sensitive to cartridge overall length.  Unless your trying to use
inappropriate bullets, they ARE NOT.  The problem is incorrect spacing of the cartridge guides.  Once properly shimmed the '92 will also
feed almost anything.

Last part of the answer.  It doesn't matter.  Crimped to the crimp groove, that bullet will feed in anything that has been properly set up.

I've never used the VV tinstar either.  My favorite powder for that 125 grain billet is 3.2 - 3.3 grains of Trailboss. I fins ==d that load has easy recoil and gives great short range accuracy.

Looks like you'll have to ask VV, data on their site only has 145 gr & 158 grain bullet load data.

I've seen the TinStar powder on a retailer's shelf for $40+ per pound and see little data now that I look into it.
The price point of their TinStar powder looks to make some high-priced reloads for cowboy shooters, especially when typical targets are just a few yds away.
