45 Colt Lee hammer tool, extra part?

I have never loaded with a Lee hammer tool. Now I've got one for my Ruger Blackhawk .45LC.

The parts in the kits are pictured.

My question is the bottom piece. I assume it is some sort of extra that does not go with the kit? I see no picture for it in the manual and there is no description how to use it. I think it is a flare tool for a larger caliber that somehow just got put in the kitbox by mistake, perhaps a .45/70 flare tool.

Is it needed to push loaded cartridge out of die after seating bullet?

It's too wide for that. I'm starting to think if is for a .410 case prep put into the seller's .45 LC by mistake, maybe ?

After reading the instructions and following them loading a few rounds, if the mystery still exists just call Lee.
