With the bolt back ,how far below the end of the bolt,,(firing pin) ,does the carrier need to be ,,and still be in time??? .010-.020 -.030 thou.

That's NOT how you measure it. To correctly time the rifle, you place a dummy cartridge in the carrier and slowly run the lever, insuring the case rim remains all the way back in the carrier. To be "in time" the bolt must fully retract into the frame BEFORE the case rim can contact the cartridge support tab.
